Global cooperation is essential to address pressing challenges and future risks. In the 21st century, the world is faced with risks of global scale that cannot be confronted without collective action. What do global challenges such as climate change and global economic crisis imply for UN? How should Member States respond to these challenges collectively under the umbrella of the UN?

Today’s Earthquake Fact

Among the most dramatic and visible creations of plate-tectonic forces are the lofty Himalayas, which stretch 2,900 km along the border between India and Tibet. This immense mountain range began to form between 40 and 50 million years ago, when two large landmasses, India and Eurasia, driven by plate movement, collided. Because both these continental landmasses have about the same rock density, one plate could not be subducted under the other. The pressure of the impinging plates could only be relieved by thrusting skyward, contorting the collision zone, and forming the jagged Himalayan peaks.

Test score differences

Most of the evidence of intelligence differences between racial and ethnic groups is based on studies of intelligence test scores. Intelligence tests measure many important abilities, such as verbal and quantitative reasoning, and can predict socially-relevant outcomes such as academic performance and occupational outcomes. However, intelligence test scores do not reflect all of the intricacies of the everyday meaning of intelligence, so researchers take care to distinguish between IQ test results and intelligence.[6][11]
Some studies of intelligence tests use statistical methods to extract so-called latent variables from the IQ test scores. One such variable is the general intelligence factor, or g, which accounts for most of the differences in IQ test scores between individuals. There are other latent variables in addition to g, and IQ tests vary in their ability to measure these latent variables, if they measure them at all. IQ tests scores, while often summarized as a single overall number, are actually multidimensional in nature. Transforming IQ test scores into latent variables is an attempt to find one or more dimensions on which to compare IQ test scores.
Latent variables are also sometimes called factors or constructs. The construct validity of an IQ test score is a key criteria for judging whether the IQ test score differences are meaningful. Tests which do not measure difference in latent variables for some group are said to have measurement bias. The construct validity of most commonly used IQ tests has been fairly well established within multiple racial-ethnic groups in developing countries such as the United States. That is, test score difference within each racial-ethnic group are valid indicators of differences in latent variables such as g. A related question is whether test-score differences between groups are valid. There is a consensus that test score differences between Black and White people in the United States have predictive validity (also called predictive invariance), meaning that test scores predict the same socially-relevant outcomes regardless of the race of the person being tested. To further address this question, three studies using sophisticated statistical techniques have shown that Black-White differences in IQ test scores are not a result of measurement bias (a criteria called measurement invariance).[12][13][14] These studies imply that Black-White IQ differences reflect very general differences in some underlying latent variables, but they are unable to differentiate precisely which latent variables differ under a variety of models. These studies were performed in response to previous investigations which suggested that Black-White IQ differences are primarily differences in g in particular.[15]

Suitability for study

Some scholars have expressed the view that the study of race differences in intelligence is meaningless, unethical or both. This is an on-going debate with proponents and opponents of this view making statements in the academic literature in support of their respective positions.[1][2]
For example, according to Robert Sternberg and colleagues[6], intelligence (often approximated using IQ) is not a well defined construct, and IQ tests do not provide definitive measures of intelligence. They argue that race and ethnicity are socially defined groups—rather than biological observations—whose membership is not homogeneous; races and ethnicities are often defined by affiliation with very large geographical areas (Asian) or common language (Hispanic). For these reasons, they conclude that discussions of correlations between race and intelligence which extrapolate a genetic causation are fundamentally flawed.
In another example, Richard E. Nisbett[8] and James Flynn[9][citation needed], who each believe that the available evidence favors an entirely environmental explanation for differences in test scores between blacks and whites, nonetheless reject the argument that studying these differences is meaningless and also reject the argument that the research is unethical. Rather, each has endorsed the view that the cause of group differences can be resolved with empirical study. Flynn gives particular credit to Arthur Jensen for stimulating more rigorous research on the topic.[10]

Overview

In 1995, a task force of the American Psychological Association (APA) headed by psychologist Ulric Neisser published a report entitled Intelligence: Knowns and Unknowns which intended to present a summary of the findings of scientific research regarding intelligence, which also commented upon the topic of race and intelligence.[7] According to this report, psychometric testing, despite being one of the most fruitful approaches to studying intelligence, has yet to produce answers to many questions regarding intelligence. Though psychometricians have devised ways to measure the distinct yet intercorrelated abilities believed to play an important role in the development of intelligence, the correlations between those abilities remain largely unclear. As intelligence test scores correlate moderately well with measures of educational success, it is apparent that such tests measure important skills. However, noted the authors, educational achievement is not primarily determined by intelligence, though intelligence test scores do correlate significantly with occupational status later in life.
The APA report further noted that, while both genetic and environmental variables are involved in the manifestation of intelligence, the role of genetics has been shown to increase in importance with age. Why this happens in not yet understood, and the question as to what role the environment plays in this increase remains unanswered. Nonetheless, there are several important environmental factors which are known to affect the development of intelligence, such as formal education and general health. The much-discussed "Flynn effect", which refers to the striking worldwide mean IQ increase of 15+ points over the last 50 years, may be the result of similar environmental factors such as improved nutrition, cultural changes, improvement in the administration of tests, changes in educational practices or some other hitherto unrecognized factor.
On the topic of race and intelligence, the APA task force wrote that, as the measured differences in intelligence between various ethnic groups is the result of complex patterns, any conclusions which require broad generalizations run the risk of oversimplifying the issue as well as misrepresenting the available data. At the same time, intelligence test scores in some minority populations are reasonably good indicators of educational achievement levels in later life. The long-standing 15+/- point difference between the intelligence test scores of African Americans and White Americans, though it might have narrowed somewhat in recent years, remains unaccounted for despite proposed explanations claiming systematic bias, differences in culture or socioeconomic status (SES), or genetics as the sole underlying cause.[citation needed]

Race and intelligence

The race and intelligence debate is a controversial issue, where considerations on both the nature of race and the meaning and measurement of intelligence have the potential to pre-empt the entire debate, according to many scholars.[1][2][3][4][5][6] Important related questions include whether intelligence can be accurately described by a single number, and whether the nature of intelligence is the same across cultures, as well as ambiguities in the use of "race" as it is commonly understood to classify humanity.
At the base of the debate is the observation that intelligence quotient (IQ) tests have demonstrated significant differences in the average scores of different population groups, particularly US Blacks and Whites (racially self-identified for the most part). No consensus exists regarding the meaning and/or relevance of these differences, and numerous interpretations have been proposed to clarify them. A particularly controversial facet of this debate is the relative degree to which the development of intelligence is affected by genetic factors on the one hand and environmental factors on the other.
Within individuals, some factors of intelligence are clearly affected by genetics. However, no set populations of humans have been found to have significant genetic differences that would affect the average group intelligence. Also part of the debate is whether measures such as IQ can meaningfully quantify such differences, and whether it would be beneficial or ethical to study differences if they did exist.[6] Various explanations for racial group differences have been proposed, such as the effect of a population's health, differences in education quality, sub-conscious psychological factors, and institutional racial discrimination. While environmental differences could statistically account for differences in test scores, no specific environmental factor has been identified as a definitive cause, and no direct evidence exists for genetic factors.[7]
Although research and debate on race and intelligence encompasses a variety of topics, the nature versus nurture question attracts the most public attention.

International Women's Day 2010:

International Women's Day 2010 marks the 100th such day in world history, and it is being celebrated today, March 8, 2010.
The official International Women's Day Web site notes the following about the occasion:
International Women's Day (8 March) is a global day celebrating the economic, political and social achievements of women past, present and future. In some places like China, Russia, Vietnam and Bulgaria, IWD is a national holiday.
Every year, there is a theme to the day. The theme for International Women's Day 2010 is Equal "rights, equal opportunities: Progress for all."
The United Nations has given its full support to International Women's Day and it fights for women's rights as a major global issue.
Nicholas Kristof articulated three ideas for raising women's status around the world in a New York Times column today.
In 1910, the first international women's conference was held in Copenhagen and countries around the world began celebrating the event annually beginning the following year.

The Messi(ah)

Almeria twice led against Barcelona tonight, but had to settle for a 2-2 draw. Domingo Cisma and a Carles Puyol own goal had given the hosts the lead, but Lionel Messi twice pegged them back while Pep Guardiola and Zlatan Ibrahimovic were both shown red cards.

Following a 15-minute delay to proceedings, Xavi tested Diego Alves before Lionel Messi played in Pedro who slid the ball across the six-yard box but Hernan Pellerano made a superb intervention to clear the danger.

In the 12th minute, Almeria took the lead against the run of play. After Carles Puyol gave away a needless corner, Fernando Soriano whipped in the set piece and Domingo Cisma jumped above Puyol to head past Victor Valdes into the corner.

Five minutes later, Alves conceded a free kick for picking up a backpass, but his indiscretion went unpunished as Barca made nothing of the opportunity. Messi then won a free kick on the edge of the box as he went down following Pellerano's challenge, but Alves made a good save from Xavi's curling effort.

Guilherme tested Valdes' reactions with a shot from the left hand side of the box and the keeper was fortunate to see Puyol on hand to clear the danger after he spilled a simple shot. Pedro and Iniesta combined well midway through the first half, but Zlatan Ibrahimovic headed woefully wide after Iniesta sent in a delightful cross.

Real Madrid players and fans would have been watching on with delight at Almeria's efforts, and just before the half hour the referee decided to send Barcelona coach Pep Guardiola to the stands for protesting.

The majority of the possession belonged to Barcelona, but Almeria were defending stoically against the Blaugrana's attacks. In the 42nd minute, Ibrahimovic and Hernan Bernardello tumbled over on the edge of the box and the referee surprisingly blew for a free kick in the visitors' favor. This time there was no mistake as Messi stood up and chipped it over the wall into the corner, with Alves completely flat-footed.

The second half began in much the same fashion as the first finished, with the visitors dominating possession and territory. Almeria still posed a threat, and after Soriano shaped to shoot on the edge of the box he played a clever through ball for Guilherme, who fired the ball across goal but couldn't quite find Piatti.

The threat of Guilherme wasn't heeded, and the Brazilian was able to put another low cross into the box in the 57th minute and this time Puyol could only turn it into his own net. Valdes was furious as he felt he could have claimed the cross himself, but the Spanish champions were behind again.

It went from bad to worse on the hour mark when Ibrahimovic needlessly kicked out at Cisma in the penalty area with the ball nowhere near either player, and the Swede was deservedly sent off.

Messi had a chance to equalize for a second time in the 64th minute when he lined up a free kick in an almost identical position to the one from which he scored in the first half, but this time it flew off target. Minutes later, he was not so profligate. Pedro crossed the ball into the box and Guilherme's poor header came to the feet of Messi to turn home from close range.

The Argentine was carrying Barcelona on his shoulders as he weaved his way past a couple of challenges before bringing a good save from Alves, while Xavi fired a shot inches over the bar after easing past Modeste M'Bami. Dani Alves threw himself to the floor after easily beating Cisma in order to try and win a penalty, but the referee was having none of it.

Albert Crusat then tried exactly the same tactic at the other end against Dani Alves, but he was no more successful than the Brazilian full back had been. Almeria should have taken the lead for a third time after Henok Goitom beat Puyol before cutting the ball back to Soriano, but he blasted his shot over the bar.

With 10 minutes to go, Barcelona were looking to Messi for more inspiration and he nearly provided it with a shot from the edge of the box, but Alves made a superb stop to his left. Almeria were also looking for the winning goal, with Kalu Uche breaking into the box with just a couple of minutes to go but his shot flashed wide of the near post.

That was to be the last of the action, and the referee called time on an entertaining 2-2 draw after four minutes of injury time.

Galactic Comeback

Real Madrid accomplished a sensational comeback against Sevilla at the Bernabeu to win 3-2 and go top of the table on goal difference. The Andalucians had gone 2-0 up by the 51st minute but goals from Cristiano Ronaldo, Sergio Ramos and Rafael van der Vaart saw Los Blancos garner the points.

Medics and Applicants Profiles

This thread is based on an idea me and Hygeia have been working on.

Basically, a lot of people seem every year to ask whether their grades/work experience/UKCAT etc. is good enough. The idea is for people that have been through the UCAS system to put up a profile of their application and what the decisions by the respective Unis were. This would hopefully give people a vague idea of what was good enough for certain Med Schools, and also that exceptional candidates can get rejections. Hence it'll be good if there is a wide range of profiles, from a lot of different types of circumstances.

Depending on interest and popularity, I may provide links from the first post for each profile filed under the Med Schools they applied to. These can now be found in this wiki pagewhich Hygeia will keep updated (please continue to use this thread to post profiles once all your decisions have been received).

Now, obviously a thread like this can very easily turn into a cock-swinging contest, and it wasn't designed like that, as I think this could be something that is genuinely helpful to applicants. So there's nothing to stop you from simply posting your credentials and never coming back to this again if you want to.

Here's the template if you wish to post your details:

just starting

I'm starting a business that will sell digital products and services over the web. I'm trying to determine where best to file an LLC. One of the goals of starting a business that is completely operated over the internet is to free myself up to move - I live in Wisconsin now but will be moving to Canada in August. I'm hoping it's possible to use the Internet such that my business operates out of 1 state, no matter where I, as the owner, am located. I would just pay taxes as a non-resident in the state of incorporation and claim a credit on my Wisconsin personal tax form while in the US. Is this possible?

Free your blog comments from SEO and improve your SEO

I know from experience people, still, always want to talk SEO when we start to talk comments so let’s tackle that head on...

In the beginning comments on blogs were seen as a win-win scenario.

The blog owner could see that someone cared enough about the post to comment. The blog owner got some free copy. Someone else was writing for their blog; albeit just a little paragraph or so. It was still content and content was still king. The kindly person leaving the comment got something too. In the old days they got a link back to a site of their choice.

This apparently mutually beneficial setup was so strong that many bloggers, especially blog commentators, were very happy. Many people didn't want to change. They didn't want to loose the comments or the links they could get from comments. They didn't want some odd JavaScript powered widget on their site in control of their content.

And yet it made sense to change the model.

The first problem was a lack of community.

All three of the comment communities I’ll quickly show case here had community at their heart. Sure they offered improvements on the basic commenting functionality offered by some popular blog platforms, especially Google’s Blogger but that wasn’t the main thrust of the idea.

With ECHO, Disqus and Intense Debate comments are collected across many blogs. Once you’ve signed up to one Disqus powered blog, for example, you use the very same account to comment on others. Your comments belong to you.

For example, you can arrive at a blog for the first time, leave a comment and not only have all your avatars and profile set up but also show that the Disqus community consider you a good commentator. You’ve a high number of Disqus points earned by being part of the community elsewhere.

This works for a certain type of commentator. They might not get the link, not if the blog is using the JavaScript version of the comment community, but they get the profile boost. They get the kudos. They’re encouraged to post a thoughtful comment rather than a “me too” comment.

For the blogger, for the social media savvy blogger, this equates to a better type of commentator. These are the community builders bloggers really should be wishing for. These are the people who are more likely to blog about you and raise your own profile and generate some trusted, quality links for you.

The second problem was the fragmentation of comments.

Social media has allowed people to pass links around. People save links on delicious, on Friendfeed, Facebook and Twitter. The result of this is that people comment about those links and the web pages associated with them on Facebook, Twitter, et al... people don’t necessary comment on the original blog any more.

ECHO, Intense Debate, Disqus and a few others have a solution for this. These platforms watch Twitter and other social sites for comments about the blog posts they’re powering the comments for. When someone tweets a response about a blog post then that response is detected and shown below the original blog post.

In effect, these comment communities act as comment search engines and gather back the fragmented responses and associate them back with the original.

Here’s an example; the comments and ‘reactions’ to my latest waffle over at my own blog. You’ll be able to see that the short discussion it triggered occurred on Twitter and yet it is documented on my blog.

So, without further ado; my whirlwind tour of:

Intense Debate

Intense Debate has improved greatly in the last few months. They’ve gone from frustrating me to pleasing me. All along they had one big advantage. Intense Debate is owned by Automattic. That’s the same company that controls Wordpress. Needless to say the Wordpress integration of Intense Debate is jolly good.

In particular, Intense Debate is the easiest of the comment communities I know of when it comes to dealing with trackbacks. In my experience there’s less risk of trackbacks getting missed by Intense Debate and triggering the ‘old’ Wordpress alert system. This means less risk of having to bypass your own default comment response GUI in order to (normally) reject the trackback.

Intense Debate also has its own small community of plugins. By tapping, once again, in the community Intense Debate are likely to continue to make improvements.

Against Intense Debate has been their original awkward integration with Automattic. It was not uncommon to come across challenges in migrating all your original comments from the blog into the Intense Debate system.

Intense Debate isn’t as good as tracking the real-time social media responses as ECHO. Intense Debate isn’t a strong a community as Disqus. It is, however, a relatively safe pair of hands these days.

Disqus

I use Disqus on most of my blogs because it’s easy to get set up. It becomes a self-fulfilling circle; as I use Disqus on most of my blogs most of my comment history is on Disqus and I don’t want to fragment that over more platforms than necessary.

Disqus earned my attention by being so very quick out of the gates. Disqus lead the way when it came to Facebook Connect and Twitter account integration. People can easily use their Facebook or Twitter accounts to leave a comment directly on your blog. The easier it is for your readers to comment then the more comments you’ll get.

It’s not just easy to install – it’s easy to see working. These days, if you’re using the right options, you can see tweets about your blog post appearing on the blog post as you watch.

In particular, Disqus now splits out comments and profile. You have a very strong Disqus identity and its all yours to control. If you want to go back and delete a comment you can. Many blogs don’t simply list Disqus comments in chronological order by apply a smarter filter system so the most meaningful comments appear first and by being a respected Disqus user you’ve a greater chance of jumping to the top.

My main grumble with Disqus as been with spam. They have their own spam filtering tech but I’ve found it is easily bypassed by spammers. I fear I’ve had to block dozens of Indian IP addresses in a last ditch attempt to ban persistent (and brain dead) spammers from blogs. I’ve checked my email in the morning to find that a single blog has been successfully carpet bombed by a single spammer.

If you’re using Disqus with Wordpress then it’s essential you integrate with Akismet.

ECHO

ECHO is the new name for JS Kit. JS Kit was an early player in the comment community and ECHO was their prestige product. ECHO’s been so successful that the company tends to be known as ECHO these days.

What ECHO did first was grab the fragmented comments left by people discussing blog posts on Twitter. It was ECHO that first showed off the integration of real-time comments elsewhere back on the parent blog.

ECHO is particularly useful when you’ve a static page that you just want to quickly zap into something that you could call “web 2.0”. It’s an easy way to turn a landing page into a conversation enhanced page.

ECHO may well be the best at quickly pulling fragmented comments back to the original posting but they’re also, in my opinion, the weakest community.

Oh; and the SEO?

Let’s put aside the fact that many of these comment communities are becoming more search engine friendly by improving their APIs and falling back to 1990 style noscript backup areas.

Let’s instead focus on the SEO advantages of having a better and more interactive blog.

For example, the more people comment on your blog then the more likely it is that you’ll have people talking about your blog. Where there is talk there are links. I’ve seen blogs link to comments.

In fact, this becomes a circle. If a reader has paused to browse though a bunch of ECHO powered comments on your most recent blog post and they see a new one appear then there’s a chance they’ll want to respond to that. That keeps the discussion going.

You also benefit from the fact that people want to improve their own comment profile. I’m much more likely to comment on your Disqus powered blog because I know my Disqus profile could pick up another “like” vote.

The fact that these comment communities integrate so well with the likes of Twitter and Facebook mean that they’re good at putting comments left on your blog into Twitter and Facebook. A few years ago an “internet celebrity” might have left a comment on your blog and you’d have to run around to tell everyone you’d scored the comment. Today, with one of these options you’ve a chance that the “internet celebrity’s” comment is also automatically tweeted into their Twitter stream or on their Facebook status stream. You don’t need to run around and do anything – all the celeb’s followers will be able to see you’ve scored the comment.

I’m a big fan of the comment communities. They help my social media efforts and do so in a perfectly natural way. The stronger my community becomes the better the blog does in the search engines.

We’ll see more comment community action in 2010, It’s an area to watch.

England Coach Fabio Capello In Russia Job Link

England coach Fabio Capello has been tipped to replace Guus Hiddink on the Russia bench, according to Sovietski Sport.

Capello is said to have met with Russian FA president Serghei Fursenko in London on Saturday before the game between Chelsea and Manchester City.

The two men spoke about the future, and early enquiries with one of Capello's agent's took flight.

Russia's alternatives include former Zenit St. Petersburg and current Belgium coach Dick Advocat.

Hiddink will leave Russia to join Turkey in August. His last game in charge takes place against Hungary tonight.

Compressing My JavaScript and CSS files

With the above two tips I managed to gain little over 2 seconds of load time on T1 connections and much more on 128K and 54K, but there is more to do. Every time we install new plugins we get a new CSS file that the plugin uses. Most of the times we don’t really even need these new CSS files so simply edit the plugin (if you know how to do that) and remove the functions that injects the javascript inside the < head > of our blog. The other method is to compress our javascripts and css files through the Minify Engine or you can use a wordpress plugin called WP Minify which actually grabs all your .js and .css files, sends them to the Minify Engine, compresses them and replaces the old codes with the new ones (safe to use).

After I compressed my javascripts and css files my load time decreased even more, and this are the results I have now:

* 56K connection: 160.17
* ISDN 128K: 52.11
* T1 1.44Mbps: 8.54

Impressive no? Now my site load time dropped to 8.44 seconds from a heavy 11.71 (more then 3 seconds gained). There are few more times that can be done to decrease yourwebsite load time but since I haven’t tested them yet I won’t mention them (perhaps I will update this post with the results). There are other factors that influence theload time of your website, such your web hosting. There is a good list of hosting comparison here at Astrit’s blog.

Now that you finished reading these 3 simple ways how you can decrease the load time of your site, go over and apply these techniques to your wordpress blog and come back, let me know about your results (I am eager to know), then tell your friends about it so they can benefit too. How much seconds did you gained?

Optimizing My Images with Smush.it

Each and every time users load a page it has to load everything, CSS, javascript and images. Some images are bigger, the reason could be the size of the image, the amount of pixels a image used etc. Yahoo developers not long time ago developed a tool called Smush It, what their tool does is optimized the image and removes the unnecessary pixels to reduce the size and yet keeps the same quality of the image (on some more graphic heavy images tho the quality difference can be seen). If you have awebsite that has tons of images it would be a real pain to go through all the images and smush them one by one, with the WP Smush It plugin all this becomes easier. You can smush the images as you upload them in your media gallery or you can even smush images in your media library with a single click.

With the smush.it plugin I saved around 15% of the overall size from all the images and after I smush’ed my images the load time of my site decreased into this:

* 54K connection: 171.06
* ISDN 128K: 55.85
* T1 1.44Mbps: 9.41

Optimizing My HTML Files

When I first tested the load time of my classic muscle cars website with a free web page analyzer my site had the next load time report (in seconds):

* 54K connection: 205.97
* ISDN 128K: 67.52
* T1 1.44Mbps: 11.71

now that is not a load speed I would be happy with. Not being happy with that load time I had to check my HTML and make sure there aren’t any unnecessary codes like comments or even empty space between HTML codes. Once I cleaned up my code from all the empty spaces and the unnecessary HTML comments (which I didn’t needed at all) the load speed of my site changed into this:

* 54K Connection: 190.63
* ISDN 128K: 61.85
* T1 1.44Mbps: 9.93

very well no? Well i wasn’t satisfied so i wanted to decrease the load time even more, so what I did was…

Speed Up Your WordPress blog in 3 simple steps

Now that you know why I would want my wordpress blog to load faster let me show you three small tips that can be done and for how much you can decrease your blogsload time by simply implementing these three steps.

Why You Want to Decrease Load time

There are three main reasons why I find important to decrease the load time of my website, and they are

* Keep the visitors in my site (i don’t want them to give up and find another resource)
* Save as much as possible bandwidth on my server (for heavy traffic sites this could mean loads of money saved)
* Have the search engines crawl and index my site faster

3 Ways To Increase Load Time of your WordPress Blog

We all end up into a site that we know has something that we do really want, and we wait for a second that page to load, and another second, yet one more second..and we end up giving up and move forward looking for another source that has what we need. Result? The website owner just lost a new visitors because of his extremely slow loading website. In essence, slow loading since do turn off visitors.
